Cheryl Tumlin, Of Counsel, joined Tuggle Duggins in September 2009 as a member of the Business & Tax practice group to work primarily in the firm’s public company regulatory and compliance practice.  She has practiced law for over eighteen years and focused her practice in the area of federal securities law and compliance since 1995.  She gained extensive experience in the field of mutual fund compliance while serving as in-house counsel for a mutual fund administrator, as well as for a mutual fund compliance and statutory underwriting services provider.  In that capacity, she handled regulatory matters related to the organization, operation and termination of funds and participated in or oversaw the preparation of registration statements, proxy statements and other disclosure documents required to be filed with the U.S. Securities and Exchange Commission.  Cheryl also served as the Chief Compliance Officer under Rule 38a-1 of the Investment Company Act of 1940 to various mutual funds, overseeing administration of the funds’ policies and procedures related to regulatory compliance.  Cheryl also served as in-house counsel for a privately-held software development and consulting company that was taken public, providing counsel on contract and general business matters.

Cheryl was previously a Staff Attorney with the SEC, Division of Market Regulation and she commenced her legal career at Robinson Silverman Pearce Aronsohn & Berman (now Bryan Cave LLP) in New York City.  Cheryl received her law degree from New York University School of Law in 1991 and a B.S. in Biology from Binghamton University in 1988.

Cheryl is a member of the North Carolina Bar Association and is admitted to practice law in North Carolina, New York and Maine.
